The concerns mostly taken up in the ELA are the following: Education, Peace and Order and Public Safety, Livelihood, Health, Public Governance, Social Services. this covers a specific course of questions such as... What are the underlying and impending problems on a specific area, courses of actions on how to probably improve, minimize or eliminate the problem, who can be tapped to help achieved the objective, budget to sustain its implmentation, and perhaps time tables as to when to start and end the project..
A research partnership between either the lgu or a local ngo and one of our local universities might be one tool for the lgu to come up with a meaningful and achievable ela. it will also be a chance to discover and/or develop future leaders among the youth in the upv/ cpu/usa student orgs. the town takes advantage of the wealth of academic intellect and research methodologies. and it will be cheaper than hiring professional consultants

To Aram Puan and Tiki:
what Aram Puan suggests maybe is already a design of the brochure and nothing to be discussed further.. right Mr Aram Puan? So maybe, each one can develop his own design, you can have pictures of good values and importance mismo diri sa website..
An attractive informational brochure is extremely useful as a means to inform and sell the town to people from other towns and cities. the new airport is right there!! people are wondering what cabatuan is all about, waiting for the town to advertise itself- in pick-me-up brochures, posters, wall exhibits, etc.
This website as well as nereo's website contain an embarassment of materials ready for a team of graphic designers to put together into a glossy marketing campaign that could be the envy of the whole province. the creative and informational material are there in prose, pictures and graphics. if someone could figure out how much printing costs are for 1k, 2k, 5k, 10k copies, maybe everyone can come up with a funding mechanism to achieve this proposal.
The ELA consultative committee is being moderated by DILG, Region 6, from brainstorming to finalization of the Exe-Legi Agenda. Though fully represented by various dept heads, SBs and DILG.. the forumers here might have as well good ideas, new approaches and solutions to resolve the issues.. Basi pa man lang ma ka bulig man kita in our own small way..

well, what then? hmm I read some of the threads here I guess guys we don't need to fight over if who has the brightest ideas and who has not. This forum serves it purpose, that is to express our ideas, suggestions etc... for a common good of our community. After all, tayo rin naman ang makikinabang if we can come up with a list of practical solutions to whatever we want to improve or develop in our community. Guys, siguro naman you will agree with me that two heads are better than one, how much more kung marami...we can have a lot of choices. Let's respect lang siguro yong mga suggestions and ideas ng bawat isa. It's the idea that they can contribute so let's be happy that they are participating in their own way. Actually, ako din, I have my point of view, madami na tayo batas, both local and national, madami ang hindi naipatutupad ng maayos kaya hindi rin natin napapakinabangan fully. Our gov't officials (not all) are clinging for power because of the benefits/privileges that they can get from being elected. From national down to barangay officials...meron talaga mga crooked officials. So many ideals and ideas na nakaka overwhelm kapag pinakinggan mo but its all just an ideas/ideals to impress and lure votes. Guys we don't need to be elected para lang makapag serve sa community natin. We don't have to shout at the top of our lungs that we did good deeds, genuine service that comes from a genuine motive to help bears fruit. I do my share in my own little way and I don't have to elaborate to get praises and recognitions. Its between my conscience and Him...He knows my intentions. Guys let's just unite for a common good. We may have a lot plans but at the end of the day if we did what is right we can be at peace with ourselves...
