Ano ang handum nation para sa aton banwa?
Let us tell our officials and leaders our hopes and dreams for Cabatuan. Let us help them make decisions that will result in improving the economic and social welfare of our communities by describing the beautiful and prosperous Cabatuan we see in our minds and hearts. Let us have a productive exchange of ideas. I am especially interested in hearing from the young people of the town. Here are some of mine in no particular importance:
1. A well-designed town center that will attract visitors to the town for shopping, eating and other commercial activities.
2. Infrastructure upgrade, esp for designated areas for industrial, manufacturing and warehouse enterprises, preferably close to the airport to attract deep-pocket investors.
3. New irrigation canals and pumps for our rain-fed agri areas to increase crop yield and income of farmers.
4. Citizen advisory committees in budget, economic development, building code design, tourism, education and agriculture - which will assist in policy research and evaluation and equally important in regulatory oversight and transparency in financial transactions.
5. Computer tax mapping of all real estate properties, business permits and licensing, building applications, etc to improve revenue collection system.
My humble proposals aim to achieve some or all of the following (1) attract more revenue (2) to promote greater efficiencies and realize cost savings for town coffers and the community (3) bring back town pride and spirit. I believe most, if not all, can be implemented immediately or within a short period of time, assuming majority consensus among lgu and other town leaders. Feel free to correct my perception if you think otherwise. I will eagerly await your own comments and proposals.

Let's try to persuade [ex] sb tuvilla to update and shed light on the investment code. Anyone else who has current information is urged to post their comments here. There has to be a vision of the town's future written somewhere in a policy document- the mayor's periodic report, a 5-yr, 10 yr plan, a comprehensive land use plan, somewhere in the council records or in the admin depts . i cannot believe that the local lgu go by their business by not having a written plan or an annual report, wouldn't you agree?

hi there everyone... The 2005 investment code of the municipality of cabatauan was actually approved by the council in december of 2005 but the local executive has not in any manner planned to implement the code until todate, meaning the LCE has not bothered to form the local investment board to jumpstart the planning sessions probably to open the gate for investors and big business establishments. The good prospect of the investment code lateral to the operation of the new airport facility at cabatuan could have been simultaneously programmed if their has been members of the board to start the planning sessions. The investment code was then guided and supplemented by no less than the Regional DTI Director, Engr Diosdado Cadena.

still on the investment code..
the investment code suppossedly promises so much progress for cabatuan, as this will be carefully planned and manned and represented by persons of high integrity, with intellectual capacity especially on the financial and investment aspects (and not only by persons within the circle of the LCE as the normal practice.. ) well, the airport now has been in operation and perhaps thousands of transient visitors, businessmen, tourists had landed and must have been wondering on the slow pace of economic activity in the area.. Sta Barbara and Pavia are boosting their economic image as they are nearer to the city, with plane lands readily convertible into industrial and business center soon, and yet Cabatuan boasting for the economic impact that will be brought about by the operation of the new iloilo airport of intl standards could not even resolve the boundary line between sta barbara and cabatuan.. where the airport was then reported in one of the zona of the president as located in sta barbara and not cabatuan.
the question now is when are we going to move on...

In the interest of fair play, i am attaching a copy of the news article about the '06 COA audit of cabatuan's lgu. It's hard to believe the COA would not catch a P3M discrepancy, although i'm not saying it could not be done...it would be a sad day if indeed it is proven to have occurred. Sunday, July 23, 2006 No frills, no dubious deals as Cabatuan passes govt audit from www.thenewstoday.info/2006/07/21/no.frills.no.dubious.deals.as.cabatuan.passes.govt.audit.html The Municipality of Cabatuan stands thus far as amongst Iloilo towns with seemingly negligible findings in an audit conducted by the Commission on Audit (COA). With total income for the past year pegged at nearly P46 million, the figure stands to be 14.18% higher than the targeted collections of P40 million. And although local income and business income decreased by about P1 million altogether, government auditors validated the 4.38% increase courtesy of permits and licenses, service income and some P2.9 million in other income. As such, the audit team recognized the accelerated social and economic development in said town with projects realized placed at over P4 million in the previous year. Further findings saw none of multi-million in questioned government expense or hundreds of thousands in irregular and illegal transactions. What the COA team discovered were 'minimal' concerns. For instance, attention of Mayor Ramon Yee was called on the town's 11 service vehicles that have defective odometer and speedometer. While at it, COA wants Cabatuan to have those kept in "adequate garage." The Municipal Accountant was also reminded to prepare and submit regular monthly bank statements "to attain a timely financial reporting." The COA also wanted an end of the travel expenses of teachers and education personnel charged to the town's Special Education Fund. However, government auditors did not state the total amount utilized other than recommending that the Local School Board prioritize expenses within the limits and priorities set by law. Most 'serious' of the COA findings was the procurement and custody of semi-expendable supplies delegated to only one personnel contrary to law. However, no specifics were provided in terms of amount involved. "Delegation of authority to only one personnel to perform various functions could possibly lead to commission of irregularities which would cause losses, errors or wastage in the operation of the municipality. The absence of an effective internal control system could result in poor management and of no value in the program of development," COA stated. To note, only three audit recommendations were made by the Commission in the previous year's audit where to date, two were partially implemented and one fully implemented. "There is a reasonable assurance that the financial statements are free of material misstatements and were prepared in accordance with applicable laws, rules and regulations and in conformity with generally accepted state accounting principles," COA Team Leader, Ana Rose Cynthia Lebrilla wrote.

Pag katapos sang na publish nga report.. may post audit ang COA sa banwa kang cabatuan, kag dyan natukiban ang 3 milyones nga pundo kang banwa nga naduraon... tatlo ka tawo ang may shortages dyan ranging from P1.8 milyon sa isa ka tawo nga na assign karon sa accounting dept, 8 hundred thousand nga sa tindahan ga opis karon kag mga four hundred thousand sa isa man gin saylo lang sa isa ka departamento.. amo rana karon ang subject duman kang post audit kang COA gya sa cabatuan.. kung ano dun ang resulta kang naduraonnga kwarta kung nabayran na ba o gin akusahan ba sanda... kag amo dya ginakakulkagan sang tanan nga mabatian..

taga sata barbara- your viewpoint is "noted"...despite your snide and sarcastic tone, you pointed out a lot of our town's current shortcomings and I for one am learning a lot from your post.
you mock my hopes for our town and also mock the rest of cabatuananons who share a dream of prosperity. and you are not alone. we realize others laugh at our present condition and we will get no help from other people, especially someone from sta barbara.
no matter, we will continue to work and hope for positive changes for our town until we reach our goals. your post reminds me that it will take nothing less than complete determination to succeed. cabatuananons already know that the easiest thing to do is to criticize others. we are experts in this area.
but surely, it's flattering to me that you took the time to post in our forum. next time, perhaps you can find something positive to write about as the topic "handum" aims to do?
